Integrity of Exits and Partial Penetrations

Clause 3.4.4.4.(1)(b) states that ‘electrical wires and cables, totally enclosed noncombustible raceways and noncombustible piping that serve only the exit’ are permitted openings in a fire separation that separate an exit from the remainder of the building.   My question is: are penetrations for electrical services serving adjacent suites permitted if they are not through penetrations as shown in the image below? And if so, what would be required for fire stopping of the penetration from the electrical closet into the wall as well as at the outlet boxes in the residential suite?
