Distance Between Exterior Exit Discharge

A new Code item requires a minimum distance between two exterior discharges of exit stairs from the same floor area [3.4.2.3.(4)].

My question is: should this also be applied to exterior exit doors if there is no stairs? For example, a main floor suite that has an exterior exit door, but the other egress required from the suite is then to an exit lobby, which discharges directly beside the suite exterior exit door.
