Explosion Venting?

Article 3.3.1.20. in the BCBC/NBC (3.3.1.19. in OBC) states that when a space where substances or conditions that have potential to create explosion hazards are present as a result of the principal use of the building, explosion relief devices, vents or other measures should be provided. The Article then points to you Article 6.9.1.2., which then points you to local bylaws, NFPA or National/Provincial Fire Code. The Fire Code then provides information for when explosion venting is required, based on what substances are used.

When reading the Building Code, it seems a bit cryptic in terms of when explosion venting is required. Unless a thorough Fire Code review is completed at the building design stage (which should be done, but often is not), this requirement could be easily overlooked.

My question is: Are municipalities facing challenges regarding this? If so, what are some of the solutions/tactics being provided to ensure these requirements are addressed early on?
