Fire Shutters and Hold-Open Device Requirements

Article 3.1.8.14. in the NBC/BCBC describes where hold-open devices can be used on closures, and details release requirements. Previous editions of the codes, and the current OBC in 3.1.8.12. refer to door, and not closure. The 2015 NBC intent statements still refer to door and not closure.

My questions are:

  1. Was the change from door to closure deliberate and meant to include fire shutters as well?
  2. Is this being followed in practice? Do fire shutters meet the requirements for hold-opens as well, or are only equipped with fusible links?
